Hibernia Baptist Church is located on the west side of U.S. Highway 17, immediately south of the Phillips Civil Plantation in eastern Clay County. The church facility includes a 9,000 SF sanctuary and a 19,000 SF multi-story educational building. Master planning and permitting for the 18 acre site was accomplished with special attention given to the church's needs and the project's environmental impacts.

The Phillips Civil Engineering design included modification of the surface water management system with storm water treatment by wet detention to provide for much needed parking, an access driveway and turn lane improvements. Special wetland impact studies and permitting through state and federal agencies were required as the contiguous Hibernia Baptist Church property contained an active bald eagle nest. Field coordination assured that no construction was planned during the nesting season.
